70,000 refugees in FY2004

The Presidential Determination published in the Federal Register on 11/10/03 authorizes the admission of up to 70,000 refugees in FY2004, and provides regional allocations. 20,000 unallocated refugee numbers shall be allocated to regional ceilings as needed, and an additional 10,000 numbers are allocated to adjusting asylees in the United States.
