After the September 25, 2001 Newsflash posting, which reported incidents of nonimmigrants boarding domestic flights being questioned and asked for documentation, several members pointed out INA section 264(e), which does require individuals over the age of 18 to carry their "registration" documentation with them at all times. 8 CFR section 264.1 delineates what constitutes a registration document for different classes of individuals, including nonimmigrants. Advisory on Nonimmigrants Flying Domestically
|
AILA has received several reports of nonimmigrants boarding domestic flights being questioned and asked for documentation. In at least two incidents, the INS officer doing the questioning told the individual that he is required to carry his passport, I-94 and I-797 with him at all times. AILA is aware of no such provision of law, and is raising this issue with INS. In the meantime, however, as a practical matter, attorneys might consider advising their clients of the possibility of such incidents at airports even if the flight does not leave the U.S.

In cooperation with the US., the Mexican Government will not issue visas to enter Mexico for certain nationalities without a prior check conducted by the Gobernacion (Mexican INS) office in Mexico City.

Department of State Says No Changes in Visa Procedures

The Visa Office of the U.S. Department of State advises AILA's State Department liaison committee that it has not changed visa procedures, and that virtually all posts are open for full consular services. It was indicated that some posts have reported a decrease in interest in going to the US. Posts in Mexico, for example, reported a substantial drop in the requests for visa appointments.

Fox pledges to support anti-terrorist fight, Bush confirms commitment to Mexican Immigrants in US

Mexican President Vicente Fox expressed his sadness and condolences to Washington in regard to Tuesday's terrorist attacks on the United States. Bush responded that he had not forgotten the commitment he made during Fox's visit, and that he continues to work on the regularization of undocumented Mexican immigrants in the United States.

Treat Muslims with Respect, Bush Says

WASHINGTON (Reuters) - President Bush said on Monday that American Muslims must be treated with respect after last week's attacks, saying ``the face of terror is not the true faith of Islam.''
Most INS offices have reopened with tighter security. The following is a list of INS offices and their statuses.
According to Reuters News Service, The United States closed its border with Mexico on Tuesday following the attacks on New York and Washington DC. "The United States border is closed," said a source from the Secretary of Commmunication and Transportation of Mexico. "Mexico did not close anything, the United States was the one who closed it," he added.
Mexican President Vicente Fox condemned the attacks that he described as "a criminal act of terrorism" on Tuesday.
The United States border with Canada has also been closed.

MEXICO (Reuters) -- Estados Unidos cerró el martes su frontera con México tras los atentados en Nueva York y Washington, dijo una fuente del gobierno mexicano.
"La que está cerrada es la (frontera) estadounidense", dijo una fuente de la Secretaría de Comunicaciones y Transportes de México. "México no cerró nada, Estados Unidos fue el que cerró", agregó.
El presidente mexicano, Vicente Fox, condenó el martes los ataques que describió como "criminal acto terrorista".
México forma parte, junto a Estados Unidos y Canadá, del Tratado de Libre Comercio de América del Norte (TLCAN).

New Acting Director for Texas Service Center

Effective September 11, 2001, Evelyn Upchurch will become Acting Director of the INS Texas Service Center. Ms. Upchurch has been with INS Service Center Operations in Washington, DC for the past two years, most recently as Manager of the green card and EAD production program. Carmelo Ortiz, who has been the Acting Director since Jim Burzynski left to direct the Missouri Service Center, will again become the TSC's Assistant Director.
